Welcome to the Texas Health and Human Services (HHS) Preadmission Screening and Resident Review (PASRR) Training Page!

PASRR is a federally-mandated program applied to all individuals seeking admission to Medicaid-certified nursing facilities, regardless of funding sources.  To complete the instructor-led and online courses listed below, scroll down to select the course title, click the "enroll me" option, follow instructions to create a user name and login, and complete each of the required course steps.

This comprehensive nine-module online course will provide nursing facility staff with thorough and sustainable education, information and resources that are needed to successfully complete all NF responsibilities related to the PASRR process. In addition, this training will detail the complexities of caring for people with intellectual or developmental disabilities, mental illness, or both.

This online course has been approved for 7.0 hours of continuing education credit by HHSC for the following professions: Licensed Social Worker, Licensed Professional Counselor, Licensed Marriage and Family Therapist, Licensed Nursing Facility Administrators, Nursing Facility Activity Directors, Qualified Intellectual Disability Professionals, Certified Nurse Aides, and Licensed Psychology Professionals. HHSC is an approved provider of social work credit. The Texas State Board of Social Worker Examiners (TSBSWE) renews approval status to HHSC annually. Current expiration is January 31, 2020. This training provides an introduction to the role nursing facilities play in the PASRR process; discusses the purpose of PASRR, state and federal regulations which govern the PASRR process, types of admissions, screening and specialized services; and provides an overview of each aspect of the PASRR process.

This training is designed to give PASRR referring entities the information, tools and resources needed to successfully complete the PASRR Level I (PL1) Screening Form, which must be completed for all people seeking admission to a Medicaid-certified nursing facility.

This training discusses nursing facility (NF) responsibilities related to Preadmission Screening and Resident Review, found in the Texas Administrative Code (TAC) Title 40, Part 1, Chapter 19, Subchapter BB.

The Preadmission and Screening Resident Review (PASRR) Level 1 (PL1): Back to Basics training reviews the PL1 form in a section-by-section manner. Participants will be asked to take notes on a blank PL1 form as they complete the training. At the conclusion of the training, participants will understand how to complete the PASRR Level 1 (PL1) screening form, and will be familiar with the following PL1 topics: Admissions, Transfers, Discharges, and Changes of Ownership (CHOW).

The Preadmission and Screening Resident Review (PASRR) Evaluation (PE): What Nursing Facilities Need to Know training explains the PASRR Evaluation (PE) and how the PE impacts the nursing facility (NF) and the individuals served in the NF. PL1: Back to Basics should be completed as a prerequisite for this training.

This training explains how to submit a request for pre-authorization of nursing facility (NF) specialized services in the Long Term Care Online (LTC) Portal on behalf of a resident.

This training discusses local intellectual developmental disability authority (LIDDA) and nursing facility (NF) PASRR specialized services. The LIDDA and NF share responsibilities in initiating these vital services to meet the individual's needs. Service coordinators work with the NF as a team to facilitate this component of the PASRR process. This training is mandatory for LIDDA service coordinators.

This instructor-led course is designed for all local authority PASRR staff.  It provides a thorough overview of the PASRR Process by detailing the steps in the PASRR Process from nursing facility admission through the interdisciplinary meeting, including:

  • RE Screening, (PL1) & admission types;
  • PE (ID, DD & MI) factors resulting in positive status;
  • PE Role in sharing info re: community options;
  • Specialized services recommended by PE;
  • Assessments to support IDD Positive PE determination including Discovery Tool, Service Coordination Assessment;
  • NF’s IDT Meeting and initial identification of PSS.

This instructor-led course is designed for all local authority service coordination staff,  instructs in the service planning and monitoring required in the PASRR process and includes the following topics:

  • SC Refusals & CLO including LIDDA Educational Opportunities
  • SPT Membership & Representation
  • ISP (1041) Development
  • PCSP Completion
  • Ongoing follow-along with SPT involvement
  • Special Updates of ISP
  • Quarterly Review and revision of the ISP

This instructor-led course, designed for local authority staff with PASRR transition or referrals responsibilities, instructs in the transition and diversion processes required in the PASRR process and includes the following topics:

  • Duties related to Phases II & III of ISP
  • Relocation Specialist Referral and MCO involvement
  • Contract/Rule Review of duties related to Pre-Move requirements including slot requests (Diversion & Transition)
  • Contract/Rule Review of duties related to Post-Move requirements. (Diversion & Transition)
  • PSS entries in support of transitions
  • Diversion Plan (1050) completion

The purpose of this instructor-led training is to explain to local authority staff how to accurately and correctly complete the PASRR Level 1 (PL1) Screening Form and the PASRR Evaluation (PE) Form. To schedule this instructor-led course, please select the registration link in Step 1, and sign up for one of the dates currently scheduled for your center. If no dates are scheduled for your particular center, please contact your IDD Services trainer.

Beginning July 7, 2019, local authority (LA) will have new PASRR rule requirements with TAC Title 26, Chapter 303 , which will replace Chapter 17. Chapter 303 requires a habilitation coordinator for all PASRR positive individual with IDD. A presentations on habilitation coordination will be held from June 10th - June 30th and are mandatory for all LA staff who will work as a habilitation coordinator.
